Submission of Letter of Authorisation
for Deduction of Monthly Subscription of Union from Pay Bill
The Government had been considering to streamline the functioning of Associations/Unions of Government employees
and to make them more transparent. Earlier, the Government had no mechanism to verify the actual strength of Associations/
Unions in terms of their bona fide members and therefore, it was difficult to ascertain which Association/Union represented the
majority of employees. The important reason behind the imbroglio has been the absence of any specific ruling on the number of
Associations/Unions an employee can enroll with and continue his/her membership in them at a time. It has been seen that many
employees had maintained dual/triple or even more membership simultaneously.
In the endeavour of bringing transparency, the Government has adopted check-off system to verify the name of the
Association/Union an employee is enrolled with, on the basis of deduction of membership subscription of the particular Association/
Union from the pay of the employee through the Pay Bill itself, and also to bar him/her from enrolling with another Association/
Union simultaneously. The mechanism of check-off system adopted by the Government allows the employees to remit their
membership subscription in favour of their opted Association/Union through the Pay-Bill, instead of sending it directly to the
head-quarter of their association/Union. Under this system, a Government employee who is enrolled with a Association/Union
of his choice, has to submit a letter in writing to the DDO/Head of Office, authorising the office for deduction of membership
subscription every month from his pay in favour of his choiced Association/Union.
